Vehicle detection station is one of important issues for planning and management on vehicle detection. Considering the actual condition of vehicle, a novel stochastic and expected equilibrium model is established, which is to minimize the expected transpiration cost of detection user under the premise of obtaining the certain profit of investor. In addition, a hybrid intelligent integrating genetic algorithm and stochastic simulation is used to solve the established model. The results denote that the proposed model and used algorithm are reasonable and feasible.
